摘　　要：编制应急预案是国家法律法规的要求,也是预防和有效处置突发公共事件,有效保障师生人身安全和财产安全,实现本质安全的需要。各高校应根据自身实际,依据国家法律政策,做好应急预案编制工作。The preparation of contingency response program is not only the requirement of state laws and regulations,but also a must to take precautions against,effectively respond to public emergencies,and guarantee the safety of teachers and students and the safety of school property.Colleges and universities should,taking into account their actual conditions,prepare their own contingency response program in the light of the national laws and policies.
