从“平安奥运”看大型体育赛事突发事件预警管理

摘　　要：奥运史上的突发事件给大型体育赛事突发事件的管理问题带来极大的挑战和影响,"平安奥运"的成功经验为大型体育赛事突发事件的预警管理提供了许多有益的启示。结合"平安奥运"的成功经验,分析大型体育赛事预警管理的内涵与目标,并在此基础上探讨大型体育赛事突发事件的预警管理功能与预警分析及预控对策,旨在为大型体育赛事的安全管理提供一种新的思路。研究认为:大型体育赛事突发事件预警管理的功能包括常规预警功能、矫正功能和免疫功能;预警分析过程由预警监测、预警识别与预警诊断3个部分构成;预控对策包括组织准备、日常监控和危机管理。Emergencies in the Olympics＇history brings profound influences and great challenges on the security management of big sporting events.The success of safe Olympics put forward rich and helpful enlightens for the early-warning management of emergencies in big sporting events.Combining the success of safe Olympics,this paper explored the early-warning management activities in big sporting events from the implication,the goal,the function,the early-warning analysis and the early-warning countermeasures so as to provide a new way to the security management of big sporting events.The result indicated that the function of the early-warning analysis for emergencies involved in three aspects：early-warning monitor,early-warning distinguish and early-warning diagnosis.The early-warning countermeasures were constituted of organization preparation,daily monitor and crisis management.
