摘　　要：执政制度文化是执政党推行法律、制度、政策和权力运行机制而形成的治国理政的规则以及与之相适应的制度理念、制度价值、制度精神、制度功能认同和对制度规则遵循的意识和习惯等"心理规范"的总和,由主体理念、本体规则和"心理规范"等要素所构成,在执政系统和执政行为中发挥着教育宣示、约束、激励和保障作用。The culture of governing institutions refers to the sums of rules and regulations developed by the party in power to enforce its laws,systems,policies and operation mechanisms of power as well as the corresponding psychological norms including institutional concepts,values,spirits,function identification and law-abiding awareness and habits. Composed of subject concept,ontological rules and psychological norms,such culture plays an instructive,restrictive,incentive and supportive role in the governing system and governing acts.
