摘　　要：本文基于城市规划开发调控问题,包括用地类型、强度、范围、基础设施配套等,提出比较城市规划开发调控比较定性和定量相结合的编码方法,进而运用该方法进行了中国控制性详细规划和德国建造规划之间的开发调控能力比较研究,通过研究界定出控规在开发调控方面存在的技术问题。This article focuses on the issue of development regulation in urban detailed planning,including the regulation on type and degree of building and land use,plot areas which may be built on,infrastructure and public utilities.Integrating qualitative and quantitative measures,a coding method has been proposed to facilitate the research.The Sino-German comparative study of development regulation in urban detailed planning has been accomplished by applying the coding method.Based on the research,some major technical findings have been identified.
