构建发展农村基层民主运行机制的思考

摘　　要：构建农村基层民主运行机制,最基本的前提是要明确发展农村基层民主的客观对象和运行环境。基于主客观条件和环境背景分析,发展农村基层民主运行机制应从着眼于提高民主意识,维护民主权利,激发参与热情,推进自我管理,深化体制改革,畅通参与渠道和促进健康发展等方面着力构建。In building the mechanism to develop democracy of basic level in rural areas, the most important thing is to determine the object involved and to well know the democratic environment there. Based on the study of subjective and objective condition as well as democratic environment in rural areas, the author claims that the following measures should be taken in order to build such a mechanism： first, to enhance the sense of democracy and protect the right of democracy; second, to arose people＇s enthusiasm and strengthen their self-management; third, to deepen systematic reform and improve the accessing channel so as to promote the healthy development of democracy.
