论生态型政府管理职能的构建——以苏南生态型区域为例

摘　　要：作为我国城镇化和工业化最早的地区之一,苏南建设生态型政府既具有重要的现实意义,又是一项十分紧迫而艰巨的系统工程。它要求新苏南模式下的地方政府继续构建并强化生态型政府和生态型区域建设的基本职能,包括生态信息建设与管理、生态发展统筹与规划、生态环境治理与保护、生态公共投资与建设、生态安全监管与保障以及生态区域协调与合作。As one of the earliest urbanized and industrialized area in China, the construction of an eco-government in southern Jiangsu province, a very urgent and difficult system engineering, is of great practical significance. It requires that the local government under the new mode of southern Jiangsu continues to build and strengthen fundamental ecological functions in the eco-government and eco-area construction, including the construction and management of ecological information, the thorough planning of ecological development, management and protec- tion of ecological environment, ecological public investment and construction, ecological security monitoring and protection,regional ecological coordination and cooperation.
