摘 要:碳排放交易和碳税是目前国际上主要采用的工作温室气体减排机制。对于中国电力行业而言,选择何种符合国情行情的减排机制对于低碳化发展至关重要。阐述了碳排放交易与碳税实施的理论基础,在此基础上对2种交易机制的应用模型进行研究,并给出二者的减排成本及减排效果比较分析。最后结合行业特色,提出适合中国电力行业低碳化发展的中长期减排机制选择建议。总的说来,2种机制都有其阶段适应性,但并不冲突,建议根据阶段划分做出适宜的选择。Carbon emissions trading and carbon tax are the major mechanisms for international greenhouse gas emissions reduction. As for Chinese power industry, mechanisms in line with national conditions and power quotation are significant for its low-carbon development. The theoretical foundations of carbon emissions trading and carbon taxes are elaborated, based on which the application models of two trading mechanisms are studied. For the next, the abatement costs and emission reduction effects of two mechanisms are compared. Finally, selecting proposals for long-term emissions reduction mechanisms which are suitable for the low-carbon technology development of power industry in China are put forward. In a comprehensive view, the two kinds of mechanisms both have advantages and disadvantages in the abatement costs and reduction effects, but no confrontation. It is recommended that choose to apply different mechanisms in different phases.
