摘　　要：随着人们生活水平的提高和休闲时间的增加,外出旅游已经成为必不可少的精神需要。旅游过程中表现出来的行为文明与否,表面上看是公民个人的行为习惯问题,实质上则是一个国家公民的道德问题和素质问题。因此,从规则、良心和大众传播三方面对公民进行系统的社会教育,是改善公民形象和提高国家"软实力"的有效途径。With the improvement of living standard and the increasing of leisure time, tourism has become an indispensable spiritual need. Whether the behaviors shown out during tourism are civilizing or not, seemingly being refleeted as the euhural and ethical quality of the whole nation, a tourist＇s behavior is actually reflected as an-individual behavioral habit. Therefore, it is an effective way to improve individual＇ s civil image and enhance nation＇ s soft power by carrying systematic social education of citizen from rules, conscience and mass media.
