摘　　要：监督机制建设是人民银行县(市)支行建设的重要内容,监督机制是否科学合理、有效可行,决定着能否对县(市)支行业务和管理活动实施有效监督,一定意义上也决定着加强县(市)支行建设的成效和进程。本文以人民银行西安分行辖区为例,分析县(市)支行监督机制建设中存在的突出问题,提出对县(市)支行监督职能实行"瘦身",除保留必要的监督职能外,其余监督职能一律上收中心支行等改进建议。Monitoring mechanism is an important content of the work in the PBC,county（city） branches.A scientific,rational and effective monitoring mechanism is a decisive factor in the branches＇ operational and management activities.This article takes theof the PBC,Xi＇an Branch as an example,analysizes the exsiting problems in the branches monitoring mechanism construction,and proposes that the county branches may streamline the monitoring function and relocate unnecessary functions to municipal sub-branches..
