摘　　要：本文译自盖文·宾汉姆在2010年春季拉丁美洲货币研究中心会议上的发言。文章认为:对于央行在维护金融稳定的职能过程中应充当什么样的角色目前还含糊不清,这显然不正常。因此给央行赋予一种更加明确和宽泛的维护金融稳定的职权对于央行的正常履职是十分必要的。这需要考虑什么是适当的金融稳定目标,对于不同的责任需要什么样的职权、手段和组织结构;还要考虑央行在保持其行政职能的独立性时,需要哪些机制来保证。This paper is translated from the Gavin.Bingham＇s speech in the 2010 spring meeting of the Latin American Monetary Studies Centre.It considers that the role of the central bank played in the functional process of Financial Stability is not clear.Thus,it is essential to give the central bank a much clearer and broader mandate to maintain financial stabilityl.This needs to consider what is a appropriate financial goal,what different responsibilities for the support of the mandate,means and organizational structure,and what mechanism should be set up to ensure the independence of central bank in executing administrative functions.
