基于产业集群的河南文化产业创新体系构建

摘　　要：河南文化产业发展取得了瞩目的成就,但也存在一些问题,如文化产业整体实力不强,文化资源的转化能力较弱;创新和策划能力不高;产业链条不完整,产业群还未形成等。产业集群理论对河南文化产业资源配置的优化、经济布局的合理化、形成区域竞争优势具有重要的现实指导意义。发展河南文化产业需要采取完善文化市场体系,整合文化资源、打造文化产业集群,推进产业结构调整,延伸文化产业链,培育品牌、加强知识产权保护,创新人才机制、大力培养和引进人才等策略,以建立一个政府引导、市场主导、技术供给和需求双向互动,官产学研结合,科技链与产业链联动的河南文化产业集群创新体系。Henan culture industry has made outstanding achievements, but there still exist many weaknesses such as the overall strength of culture industry is not strong, culture resources conversion ability weak, Innovation and planning is not high, the industry chain is incomplete, and the industrial clusters have not yet formed. The industrial cluster theory has the vital practical significance to the optimization of Henan culture industry resources deployment, the rationalization of economical layout, and the formation of region competitive advantage. Development of Henan culture industry needs to perfect integration of cultural market system, innovative culture resources, create culture industry cluster, promote industrial structure adjustment, extend the chain of culture industry, cultivate brand, strengthen the protection of intellectual property rights, and to cultivate innovative talents mechanism and introduce talents strat- egy, for building Henan Cultural Industry Innovation System with a government guidance, market - driven, two - way interaction between technology supply and demand, the official study, and research, science and technology chain and industrial chain linkage.
