摘　　要：改革开放以来,中国社会保障事业发展共经历了三个阶段,即以拨乱反正为重点的恢复和重建阶段,以社会保险为重点的改革和探索阶段和以统筹城乡为重点的全面发展和创新阶段。现阶段,中国社会社会保障事业发展在取得巨大成就的同时,也面临重重困难与挑战,需要尽快明确社会保障事业发展目标,真正给人民以稳定的安全预期;加快立法步伐,构建中国特色的社会保障法律体系;立足基本国情,优化中国特色社会保障制度;深化社保体制改革,理顺决策机制、监管机制和经办机制的关系;提高社保基金统筹层次,积极探索社保基金可持续发展模式等方面入手,促进社会保障事业健康发展。Since the reform and opening up, China＇s social security cause has gone through three stages, namely, the rehabilitation and reconstruction phase focused on righting the wrongs, the reform and exploration phase focused on social insurance and the comprehensive development and innovation stage focused on coordinating urban and rural areas. At the present stage, the social security cause is also facing difficulties and challenges in spite of the great achievements. The social security system needs a clear development goals to provide the people with stable security expectations; the pace of legislation is to be accelerated to build a law system for social security with Chinese characteristics; based on the basic national conditions and optimize the social security system with Chinese characteristics; the social security system reform is to be deepened to straighten out the relationship between the decision-making mechanism, regulatory mechanism and the operation mechanism; the overall levels of social security funds is to be improved, and the patterns of sustainable development of social security funds is to be actively explored to promote the healthy development of the social security cause.
