摘　　要：通过对非营利组织属性、功能、类型及其与政府、企业合作伙伴关系的理解和认识,结合我国高新区"二次创业"的需求,分析非营利组织对促进高科技园区发展的作用和意义,并进一步为我国高新区非营利组织发展和建设思路。This paper illustrates the basic characteristics,functions and forms of non-profit organization and investigates its relation with government and enterprise. Taking full consideration of the＂second start-up＂of Chinese high-tech industrial park,it analyzes the important roles of non-profit organization in the development of high-tech industrial park and puts forward suggestions for developing non-profit organization in high-tech industrial park.
