摘　　要：崔国因深刻地、比较客观地认识到欧洲诸国欲战而不战的国际均势局面,这表明他对欧洲整体局势把握的正确性,但是他对欧洲走向的推测有些不妥。崔国因认为欧洲这一和平均势局面终有被打破之时,而起干戈之国为俄、法、英三国,同时他认为最后渔翁得利之国为英国。This paper will describe Cui Guoyin＇s understanding of balance of Europe power and analyze his attitude to the development of Europe.Cui Guoyin＇s understanding of balance of Europe power was correct and accurate,but his opinion about the development of Europe situation is not right.He thought France,Russia and Britain would start war,and Britain would be ultimate winner.
