摘　　要：非致命武器作为一种新概念武器,由于起步时间晚,在理论研究方面还不够成熟,这就造成了非致命武器在研制、使用过程中不可避免地出现许多矛盾。非致命武器要向前发展就必须解决好这些矛盾。以"统筹兼顾"的理念分析非致命武器研制和使用过程中存在的问题,并提出解决方案,对非致命武器的发展有一定的指导作用。Non-lethal weapons,as a new-concept idea of a short period,are not mature in theoretical study,causing many contradictions in the development and application,which should be solved to promote the development of the weapons.Based on the concept of integration,the paper analyzes some problems in the development and application of non-lethal weapons and proposes some solutions.
