摘　　要：西北少数民族地区政府权力运行机制经历了中华人民共和国建立前、中华人民共和国建立后至改革开放前、改革开放至今三个发展阶段。回顾其发展历程,我们发现,政府权力运行机制的文明化程度在总体趋势上是不断提高的,相应地,这三个阶段占主导地位的政府权力运行机制也表现出不同的历史特点。The movement mechanism of governmental power in the Ethnic Area of north - west China went through three period ： before the Founding of P. R. C. , after the Founding of P. R. C. before the reform and opening - up;after the reform and opening - up to today. By reviewing the movement mechanism of governmental power promoted rapidly in past we found that the level of civilization of the brief. Correspo y the movement mechanism of governmental power in the three period showed different historical characters.
