环境政策传导机制与中国环保产业发展——基于政府、排污企业与环保企业的博弈研究

摘　　要：随着中国政府对环境污染治理力度加大,环境政策实施的效果如何,以及如何影响排污企业的决策和环保产业的发展,正在引起越来越多的关注。本文从政府环境政策在污染控制过程中的传导机制入手,进行了政府、排污企业和环保企业的博弈研究,指出政府的环境政策通过影响排污企业的污染控制行为从而对环保产业的发展产生影响,并从社会福利的角度讨论了目前中国主要的环境政策——排污费的实施效果及作用。研究结果表明:政府环境政策是影响环保产业发展的最主要因素;以社会福利最大化为目标的政府和排污企业博弈均衡时的排污费与环保产业利润最大化时的排污费相等,即政府通过促进环保产业发展可以实现提高社会福利的目标。最后,根据以中国省际排污费截面数据为基础的实证分析结果,提出了以提高社会福利和促进环保产业发展为导向的环境政策建议。本研究为政府政策影响产业发展的机制分析以及如何评价政策的有效性提供了思路和方法。Based on transmission mechanism of government environmental policies in pollution control, the paper makes a game research on government and polluting enterprise and environment protect enterprise to point out the action of government environmental policies on development of environment protect industry by working on pollution control strategy of polluting enterprise, and discussed the environmental taxes implementation and environmental effectiveness from the angle of social welfare, and generates two main finding. First, the government environmental policies are uppermost influence factors on development of environment protect industry. Second, the equilibrium emission charges in game between government and polluting enterprise is equal to the emission charges in maximizing environment proteet enterprise＇s profit. It means that development of environment protect industry can realize the government mission of social welfare. In the end, the paper propose the Chinese environmental policies suggestions for improving social welfare and advancing development of environment protect industry based on empirical study. The paper provides the method of effect mechanism of government policies analysis on development of environment protect industry and evaluation of policies effectiveness.
