摘 要:研究目的:分析目前工程建设项目临时用地管理中存在的问题,探讨工程建设项目临时用地定额确定方法。研究方法:对比分析法,统计数据分析法,Delphi法。研究结果:分析得出高速铁路制梁场基础用地定额及其修正方法。研究结论:在相关工程设计技术规范要求的基础上,综合考虑区域自然条件、工程施工条件、施工进度安排等因素,确定高速铁路临时用地基础定额及其修正方法,为规范临时用地管理提供参考。The purposes of the paper are to analyze the existing problems on governing temporary land use for construction projects, and to explore the quota indices selection and quantification methods for controlling the temporary land uses. Methods employed include comparative analysis, statistical data analysis and Delphi method. The results indicate that through analysis the methods for selecting indices and quantifying the basic quotas that controls the land use of beam fabricating yard of high-speed railway have been obtained. It is concluded that based on the requirements of engineering techniques and specifications, the basic quota of temporary land use for constructing the high-speed railway and its modification method can be determined with the comprehensive consideration of regional natural conditions, project construction conditions and construction progress arrangement, which can also provide reference point for the standardized governance of other temporary land uses.
