摘　　要：全体国民均等地享受优质的公共环境是政府的一项主要职责。环境质量作为公共物品或公共服务兼具萨—马传统的两大特征,但产权不明晰、外部性等因素的存在加剧了环境问题的复杂性,使得环境问题的解决需要一系列行政的和市场化导向的政府调控手段合理搭配来解决。All national enjoys the high quality public environment is a government＇s responsibility. The environment quality, as the public goods or the collective services, has both two big characteristics of Samuelson-Musgrave tradition, but the property right undefined, externality and some other factors intensified the complexity of environment question, causes the solution of the environment question need a series of administrative and government regulates method with marketability guidance reasonable solve.
