深溪沟水电站工程一切险理赔问题及应对措施

摘　　要：大型水电建设工程投保工程一切险,是国际上通行的惯例和做法。但由于国内一些财产保险公司对水电工程建设管理业务不熟悉,而水电建设项目的业主也存在出险理赔管理工作滞后等问题,因而造成理赔谈判和履约困难。以深溪沟电站工程投保及理赔为例,分析了理赔服务质量和效率不高,以及被保险人自身管理上存在的问题,介绍了在赔付价格计算标准、工程出险赔付范围等方面的分歧及其协商处理办法,其理赔实例经验,可供投保工程险的项目业主理赔工作交流和参考。All risks insurance shall be arranged for a large - scale hydropower project according to international practices. However, some domestic property insurance companies are not familiar with the construction and management of hydropower projects and the employers are lagged in claims, so it is difficult to settle the claims and abide by the agreements. Taking the insurance and claims of Shenxigou Hydropower Project as an example, we analyze the service quality and efficiency of claims, as well as the management problems of insurants; introduce the bifurcations of compensation price calculation standard and compensation range and the corresponding countermeasures, which can provide references for the employers involved in engineering insurance.
