摘　　要：以威权主义的视角来看,国民党以党治国政治体制也是一种威权政体。然而国民党以党治国政治体制试图向民主政治转型是失败的,其原因是:社会经济、政治基础薄弱,缺乏实行民主政治的稳定社会环境;力量整合失败引发合法性危机;传统政治文化中的负面因素积重难返。In view of authoritarianism,the Kuomintang political system ruled by the political party Authoritarianism political system actually was also one kind of the authority regime.However,the switch to the democratic regime proved to be a failure for the following reasons：the social economic and political foundation being weak;the lack of democratic political stability and social environment;the legitimacy crisis caused by integration failure;and the persistent negative factors of traditional political culture.
