摘　　要：政府行为是政府合法性的重要来源。学术界对规范地方政府行为的探索取得较大进展,但仍存有较多不足。主要表现为:注重规范研究而忽视经验研究,研究方法缺乏科学性;注重理论介绍而忽视学理阐述,研究论证缺乏规范性;注重现象罗列而忽视内涵剖析,对策研究缺乏操作性。为深化规范政府行为研究,必须创新研究方法,加强对案例现象的学理分析,力求达到学术自主与学术交流相结合、学术传承与学术创新相结合、学理研究与实践观察相结合,提高规范政府行为研究的科学化水平。Government behavior is an important source of government legitimacy,and it is bound to reduce government＇s credibility for irregular behavior.It has made great progress in the academic exploration to regulate local government behavior,but there is still much to do.The problems in the present research are as follows： laying stress on regulating research to the neglect of experience research,and lacking scientific research methods;paying attention to introducing theory to the neglect of theoretical argument,and lacking the norms of argument;attaching importance to the phenomenon listing to the neglect of content analysis,and lacking the maneuverability of strategy.In order to improve and regulate government behavior,we should use and create new research methods,lay emphasis on the case analysis,combine academic independence with academic exchange,academic heritage with academic originality,theoretical research with practical observation.
