摘　　要：自然资源禀赋对经济增长的消极作用是容易带来"资源诅咒"。赫克歇尔—俄林要素禀赋理论与里昂惕夫运用投入产出方法,对美国对外贸易的统计资料进行验证的结果相反。通过对我国各省市地区大专以上教育程度的人口和地区生产总值的数据进行二元变量的相关分析得知:区域经济发展与人口受教育程度呈显著正相关。大力开发人力资源是实现科学发展的重要推动力。Negative effect of the natural resource talent is easy to bring ＂resources curse＂. Through carries on the dual variable correlation analysis for college education level＇s population and the area GDP data to know： regional economic development and population level of education was significantly positively correlated. Vigorous development of human resources is an important driving force for scientific development.
