摘　　要：宁波实施人才强市战略已经有十几年,已出台了一系列各类人才引进培养的政策和措施,因此科技人才集聚迅速,科技综合实力和竞争力都不断增强。但宁波的科技人才开发与管理中还存在不少问题。科技投入及其机制、科技人才观、科技人才流动机制是产生问题的主要原因,为此,要着力抓好"三个转变",使科技人才开发再上一个台阶。It is over ten years since the strategy of Upgrading the city with talents was put into effect and a series of policies and measures have been undertaken with obvious achievements, but there still remains a lot of problems owing to inadequate input, improper mechanism and concept, of which mechanism for scientific talents to freely flow is in the main. Therefore, to emphasize the three transitions is most important.
