摘　　要：新医改方案中已明确提出了"药事服务费"这一新的收费项目,各项细则亟待出台,笔者认为"药事服务费"的收取细则必须结合考虑以下三个问题,即要考虑能在医师和药师之间合理进行分配和分工;要保证药事服务价值的充分体现;要保证降低药价、增加政府投入、调整部分技术服务收费标准等各项配套措施同步进行,以确保其实施后的顺利开展。The concept of pharmaceutical dispensing fees was definitely stated in ＂The New Health Care Reform Plan＂ and the deferent details are waiting to be presented.The author believes that the charging details must formulated according to the following three respects at the same time：reasonable distribution and work division can be guaranteed between doctors and pharmacists;the value of pharmaceutical service can be fully reflected;and three countermeasures of reducing the medicine price,increasing the government investment and modifying some charging standards of medical technical service should be taken in a synchronism,so that the work can be performed on smoothly.
