摘　　要：文章论述了古今中外档案"案卷"概念的演变,对中国档案"卷"改"件"过程中出现的不同观点进行了综合,对归档文件整理的责任、文书处理部门立卷制度执行、《归档文件整理规则》的适用范围等问题进行分析,并相应提出建议:档案行政管理部门应重新强调立卷,在修改的《档案法》中作出文书处理部门立卷的规定。The article first discourses the evolution of the conception of the word ＂volume＂ at all times and in all lands, then it sums up different viewpoints that appeared in the process of ＂volume＂ changing into ＂document＂ in China archival field, and it analyzes several questions such as the responsibility of file arrangement, execution of the filing institution in department of document processing, sphere of application of The Regulations of Filing Documents, and puts forward corresponding suggestions that archives administrative service division should emphasize filing again and make provisions of filing by document processing department in the converted Archives Law.
