摘　　要：从代建服务能力视角出发,对代建单位招标的资格审查和评标两阶段的几个关键问题进行分析。在资格审查阶段,引入声誉机制建立代建单位名录,并借鉴服务招标中的QBS方式从代建单位名录中确定短名单,以代建能力为基准初步选择代建候选单位。在评标阶段,针对代建单位选择的评价标准和代建服务费不统一等问题,运用文献综述的方法确定技术标评审中的主要评审因素,并提出商务标评审中代建服务费标准制定的原则。The key issues about selecting construction agency from bidding in the phases of qualification evaluation and bid evaluation are analyzed in the perspective of agent service capabilities. In the phase of qualification evaluation, reputation mechanism and build construction agent list are referred and then refer QBS which is used in service bidding to determine short list. In the phrase of bid evaluation, in response to the issues that there are no unified pricing and evaluation standards, through literature review, determines the key evaluation elements and the principle to build the standard of construction agential cost.
