摘 要:为了客观评价北京市电能利用水平,有效提升电能消费效率,采用了DEA方法,其中,将电能消费量、劳动力、资本存量作为输入指标,GDP产出作为输出指标。结果显示:10 a间虽仅有2 a达到DEA相对有效,但2002—2006年全要素电能消费效率基本呈现逐年上升的走势;横向来看,2006年北京市全要素电能效率在三大直辖市中位列第二。在肯定能效水平上升的同时,还要意识到其与国内先进水平的差距,基于实证分析结果,提出了推进技术进步、加快产业结构及产品结构调整、加大节电的宣传力度以及改革能源价格形成机制等建议。In order to objectively evaluate the level of energy utilization and effectively enhance the electric energy consumption efficiency in Beijing,the method of DEA was used,which chose electric energy consumption,labor and capital stock as input index,and GDP as output index.The results showed that there were only 2 years reaching DEA relative efficiency during 1997-2006,while the total factor electric energy consumption efficiency of Beijing was almost increasing year by year between 2002 and 2006.In crosswise,total factor electric energy efficiency of Beijing ranked second among three municipalities that consisted of Shanghai,Beijing and Tianjin.While fully affirming the achievements of electric energy consumption efficiency,there still existed a gap in comparison with the domestic advanced level.Based on empirical research,some effective ways were proposed to improve the electric energy consumption efficiency in Beijing,such as promoting technical progress,accelerating the structure adjustment of industry and product,vigorously intensifying publicity for electric energy conservation and reforming the energy pricing mechanism.
