摘　　要：农业通过有效获取"反哺"资金、技术和政策来形成发展的动力,实现农业现代化生产,是工业反哺农业的最终目标。发展现代农业应以建设现代化农业企业为抓手,以向规模化农业企业提供针对性"反哺"为路径。通过建立"企业+合作社+农户"农村微观组织架构来规范农业企业行为,保障农户利益,解决农村公共产品建设和乡村综合治理问题。Through the＂industry nurturing agriculture＂policy the agriculture effectively obtains the financial support,technological investment,and policy avocation to get the momentum for development.The ultimate goal of the nurturing is to realize the modernization of the agricultural production.To develop modern agriculture,it is necessary to build up modern agricultural enterprises as the key in order to provide targeted nurturing to the agricultural enterprises as the pathway.On the other hand,the＂ enterprise ＋cooperative organization＋ peasant household＂micro-organization can be set up to regulate the activities of the agricultural enterprises,to protect the interests of the farmers and to address such issues as the investment in public goods in rural area,and the rural governance.
