超越“选举”:西方生态主义基层民主理念及其价值取向——兼论卢梭的“主权不可分论”

摘　　要：西方生态主义认为,集权不仅造成人对人的政治压迫和经济剥削,也是造成生态危机的深刻根源。为了改观西方国家的精英集权对普通民众民主权利的侵夺,生态主义的参与型基层民主理念主要体现出超越仅在"选举期"人民才享有所谓民主权利的假民主并最终实现可持续发展的意蕴。其理论渊源无疑是多元的,但其中凸显出杰斐逊和自由民主主义价值取向等的影响,尤其是对卢梭及其"主权不可分"论的反思。对西方生态主义的参与型基层民主理念的探析,可以对我国切实坚持科学发展观和建设社会主义和谐社会提供借鉴。Western ecologists hold that centralization is not only the cause of the political oppression and economic exploitation,but also the fundamental cause of the ecological crisis.In order to change the situation of the elitesc’entralization and infringement upon the democratic rights of ordinary people,the ecologic scholars initiated the grass-root democracy concept embodying the idea of going beyond the short-lived democratic rights of the so-called pseudo-democracy only in the ＂election period＂,and ultimately moving to achieve sustainable development.The theoretical origins of the concept are certainly varied,but it definitely reflects strongly Jeffersonian value of Liberal Democracy,and Rousseau‘ s idea of＂ sovereignty can not be separated＂.A discussion of the ideas of the grass-roots democracy of Western Ecologism can offer some guidance for us to follow the scientific development outlook in building a socialist harmonious society effectively.
