摘　　要：图书馆区域合作是当前促进图书馆迅速发展的有效途径,但这种模式许多还有待完善,其中最突出的就是责权分配制度。为健全这一制度,提出了明晰规则、成立合作协会、制度工作流程化、责权制衡等措施。Regional cooperation is an effective way for the rapid development of the library,but this model remains to be improved in many ways,the most prominent aspect is the ＂distribution of responsibilities and powers＂.To solve this problem,we can try hard in defining rules,establishing associations,counterpoising responsibilities and powers in cooperation process,to put the system into effect.
