摘　　要：以太湖流域全面推行提标改造政策为背景,介绍了该地区某污水厂在运行过程中所出现的问题。采用全流程工艺优化调控技术,对该厂进行了全面的工艺诊断与优化调控,实现了连续稳定达标,该优化技术可为相关污水处理厂工艺运行提供借鉴。城市污水处理厂提标运行后,运行成本增加显著,主管部门加强源头控制是解决该问题的根本办法,必要时可以考虑为污染治理企业增加一定的污水处理补贴,以保证企业健康稳定运行;政府部门应出台相应监管措施,以响应新排放标准的推广应用,如达标率或总量控制等,从而实现污水处理行业稳定、低耗、可持续发展。As the background of full implementation of upgrading reconstruction policy in the Taihu Lake Basin, some problems of a WWTP in this region were introduced. The plant-wide process op- timization control technology was applied, the process diagnosis and optimization control were carried out, and the continuous stable up-to-standard discharge was achieved. The optimization technology can pro- vide a reference for process operation in some other WWTPs. The operation cost of WWTP is increased significantly because of the upgrading reconstruction. The fundamental way to solve this problem is to strengthen the pollution source control by authorities. It can be considered to provide costs for pollution control to enterprises in order to ensure a stable and healthy operation for them. In order to achieve sta- ble, low power consumption and sustainable development of wastewater treatment industry, some supervi- sion measures should be taken for the popularization and application of new discharge standards by the government, for example, the up-to-standard rate or total amount control and so on.
