区域图书馆联合体演进机理及发展路径研究

摘　　要：从区域图书馆联合体演进机理看,其演化周期经历了以"地理因素"、"技术创新"和"组织创新"为特征发展的3个阶段。而目前公共图书馆、高校图书馆、专业图书馆由于分属于不同的行政主体和运作环境,在经费来源、人才配置、藏书建设的重点和服务对象等方面都存在诸多差异,因而,通过建立区域联合体的方式实现不同系统图书馆间的资源共享还面临着技术创新能力不平衡、制度创新水平受限制等困境。为此,必须通过推行技术创新和组织创新路径建立跨行业、跨系统区域图书馆联合体。The evolution mechanism of the regional library consortia has undergone three stages of development, which is respectively characterized by ＂geography factor＂, ＂technical innovation＂ and ＂organizational innovation＂. At present, the public library, the university library and the special library each belongs to different administrative and operational environment, and all of them have big differences in sources of funding, personnel allocation, collection development priorities and service targets, and so on. As a result, the resources sharing of different system by the way of regional library consortia is facing difficulties such as technological innovation imbalance, restriction of system innovation level, and so on. So we must implement the system of main-branch library in the same system, and establish cross-sectional and cross-system regional library consortia through technological innovation and organizational innovation.
