组织创新、制度创新与环境支撑--江苏区域创新体系研究

摘　　要：2009年,江苏区域创新能力从全国第四位跃升至第一位,关键在于其完善、有效的区域创新体系,促使了当地企业整体创新能力的迅速提升。与其他地区相比,江苏区域创新体系的特色和优势主要体现在组织创新、制度创新和环境支撑:一是"民营科技企业为主体、地方政府作引导、中介组织为载体"的组织创新;二是"人才机制、产学研结合与科技成果转化机制、知识产权保护机制"为主的制度创新;三是"优良创新传统与‘三创精神’为动力、创业投资产业为融资保障、强大科技人才储备为智力支持"的环境支撑。江苏省的经验对其他地区的区域创新体系建设有一定借鉴意义。The regional innovation capability of Jiangsu Province ranked first among China in 2009.The key is that its integrated and effective regional innovation system enhances the innovation capability of local enterprises.Compared with others,the characteristics and advantages of its regional innovation system lie in organizational innovation,institutional innovation and environmental support.The first is organizational innovation with private technology enterprises as principal part,local government as guider and agencies as carrier.The second is institutional innovation based on talents mechanism,industry-university-institute union mechanism,scientific and technological achievements transformation mechanism and intellectual property protection mechanism.The third is environment support with good innovation tradition and the spirit of ＂three innovations＂ as impetus,venture capital industry as financing guarantee and strong reserve of science and technology talents as intellectual support.The experience of Jiangsu Province has some enlightening value to other regions.
