摘  要:罗定市乡镇卫生院围绕"环境、技术、服务、效益"四要素,始终坚持"以人为本,以病人为中心,以社会效益为重点"进行医疗改革。自2001年至2007年,该市乡镇卫生院的门诊量增长率为51.3%,出院人次增长率为219.1%;业务收入增长率为118.0%,而且医院的财政结余由-0.4万元/年增加至41.2万元/年。罗定市乡镇卫生院医疗改革的成功经验说明了建立医院管理长效机制的关键是以科学发展观为指导思想,坚持"以人为本,以病人为中心,以社会效益为重点",加强医院的内涵建设。The paper analyzed the health care reform of township hospitals in Luoding,a city of China and its effectiveness based on spot investigation. The township hospitals adhere to "people- oriented, patient- centered, social benefits- based" for health care reform in terms of four elements of environment, technology, service, and efficiency. From 2001 to 2007 ,the growth rates of outpatients ,discharges and income of township hospitals in Luoding city were 51.3% ,219.1% and 118.0% respectively,and the financial balance increased to 41.2 million per year from 0. 4 million per year. The successful reform experience shows that the key to the establishment of longterm mechanism of hospital management is to keep the scientific development outlook as the guiding ideology,to adhere to " people -- oriented, patient -- centered, social benefits -- based"principle, as well as to strengthen the connotation construction of hospital.
