摘 要:创新集群是专业化生产地区发展的较高形式。在创新集群中,以中小企业为主的生产网络形成集体学习的主要战略导向,并有条件和能力将其转化为盈利能力。基于广东省深圳市的电子企业问卷调查,本文表明深圳作为以中小企业为主导的地域生产网络系统,已具备了一定将集体学习转化为创新来源和市场机会的能力,然而在当前的市场环境和体制环境下,集体学习的范畴狭小,并且企业内部将其转化为较高绩效的能力有限。本文最后提出,深圳中小电子企业的集体学习将是一种基于本地产业升级前景的长期战略选择。Innovative milieu represents a higher level of local production system development. In innovative milieu, production system which is mostly led by small and medium sized firms formulates primary strategic orientation in collective learning, and is capable to transform it into profit. Based on questionnaire survey of electronics firms in Shenzhen, the article demonstrates Shenzhen, developed as a local production system which is led by small and medium sized firms, already possesses certain capability to transform collective learning into innovation source and market opportunities. However, in the circumstance of current market and institutional environment, the scope of collective learning is limited, and the capability to transform collective learning into higher performance is still limited. Finally, the article suggests that collective learning among the small and medium sized fn-ms in Shenzhen is a long-term strategic choice against the prospect of local industrial upgrading.
