试论乌昌一体化的制度创新及面临的主要问题

摘　　要：随着我国民族地区经济发展和城市化进程的加快,在新疆维吾尔自治区出现了乌昌一体化。乌昌一体化与其他地区进行的"一体化"不同,民族地区的"一体化"由于涉及到自治权问题和民族自治地方行政区划变动,情况更为复杂。文章对乌昌一体化的原因、进程、制度创新以及遭遇的法律障碍进行系统地分析,并提出了解决相关问题的具体措施。Wu-chang integration has appeared in the Xinjiang Uygur Autonomous Region as Chinese minority areas economy developing and urbanization process accelerating It is different from other areas integration.Because the integration of minority areas as issues related to autonomy and changes in administrative division in minority autonomous areas,the situation is more complex.In this paper,it has analyzed the reasons,process,institutional innovation,legal obstacles of Wu-chang integration,and proposed concrete measures to solve related problems.
