摘　　要：具有时空双重地方性特征的"地方"是地方政府职能发挥和转变的独特场域。政府职能转变只有把握地方的时空地方性特征,才能实现社会的良好治理和本地社会经济的持续发展。在政府职能转变过程中,地方政府职能转变是中央政府职能转变目标在地方的具体体现,其基本路径是从"管理型"政府向"服务型"政府的转变。The space-time double local locality is the characteristic field of local government functions transformation.The transformation of government function only hold the characteristics of locality,can achieve good governance of society and sustainable development of local social economy.The local government functions transformation is the embody of central government functions transformation target.The basic path of government functionals transformation is from management oriented to service-oriented government.
