南水北调东线和中线受水区水价测算方法及实践

摘　　要：为科学、合理地制定南水北调工程水价,以南水北调可行性研究报告中的投资数据为基础,采用分段分解法将投资分解到干线工程途经的地市级行政区,基于受益分摊原则,按照各受水行政区规划的分配调水量,将输水损失、工程投资、运行成本等在东线和中线途经行政区中进行分摊,确定各行政区分摊的调水总成本费用,计算得出不同资本金利润率下各行政受水区的调水水价,以期为南水北调运行管理阶段的水价制定提供参考。According to the actual demand of operation and management of South-to-North Water Diversion,a theoretical method for the water price in accordance with the administrative regions was put forward. Based on the investment data in the report of feasibility studies on South-to-North Water Diversion,the investment spent in each of the municipal regions was calculated. According to the allocated water quantity to various benefited administrative regions,the water loss,project investment,operating cost and overall cost in the administrative regions of Eastern and Middle Route Projects of South-to-North Water Diversion were calculated based on the principles of benefit sharing. The water price of each benefited region was determined according to the overall cost and the allocated water quantity of each administrative region so as to provide valuable reference for the formulation of the water price of South-to-North Water Diversion during the operation and management phases.
