摘 要:同处西部的成渝两地均是现代化的城市与落后的农村并存,具有典型的"大城市带大农村"或"大城市带大郊区"的发展特征,其统筹城乡改革具有典型性和共同性;但两市的市情及发展程度等历史基础不同也决定了其改革的差异性。从欠发达地区经济增长最快区域的特性出发,成都市统筹城乡改革走整体推进之路;立足"大城市、大农村、大库区"并存的特殊市情,重庆市统筹城乡改革则走的是渐进之路。两地改革的有效推进,将在欠发达地区乃至全国产生积极的"以点带面"的示范和带动作用。In the west area,both Chongqing and Chengdu have the same development characteristics of the coexistence of modern cities and backward countryside and big city driving big countryside or big city driving big suburb,as a result,the overall urban and rural development reform of Chengdu and Chongqing has typicality and common point,however,the different historic basis such as their situation and development level of the two cities determines their difference in the reform.On the basis of the characteristics of the rapidest economic growth place in undeveloped areas,Chengdu entirely promotes overall urban and rural development reform while,based on the special situation of big city,big countryside and big reservoir area,Chongqing gradually promotes the reform.The effective promotion of the reform in the two cities will produce modeling and leading effect by the experience in undeveloped areas and the whole China.
