摘 要:目前关于科技资源配置效率评价的研究中,大多采用非参数的分析方法,侧重对科技资源配置的影响因素、有效性等进行比较研究。相对而言,从宏观整体层面分析、测度区域科技资源要素投入产出弹性的研究还不多见。本文以设置的天津市科技活动投入产出指标为基础,通过典型相关分析估算多投入多产出生产函数,对天津市科技资源要素的投入产出弹性进行了测算,结果表明:样本期间,天津市科技财力资源要素边际产出弹性总体上要高于科技人力资源要素边际产出弹性,其中研发资本存量的边际产出弹性最高;研发人员全时当量的边际产出弹性为负值。因此,天津市应该继续加大科技财力资源的投入,尤其是研发投入。同时应加快科技人力资源的市场流动机制建设,优化科技人力资源配置效率。Recently,most research upon the evaluation of the efficiency of ST resources allocation focused on the impact factors and the comparative efficiency with un-parameter methods.Relatively,the study on measurement of the elasticity of the input-output of ST resources was still rare.In this paper,we measured the elasticity of the input-output of ST resources in Tianjin by evaluating the more input and more output ST function with CCA,which was based on the construction of the input-output index system of ST.The results revealed that the ME of the output of financial resource element is bigger than that of human resource as a whole during the sample stage,in which the ME of the RD capital stock was the biggest.The ME of the full-time equivalent of RD personnel was negative.Then,more financial resources should be put into RD,and the mechanism that improved the fluxion of RD personnel,should be constructed quickly.
