资源节约型环境友好型煤炭企业评价体系研究——以新汶矿业集团为例

摘　　要：随着煤炭企业的不断发展与资源环境的矛盾日益突出,发展资源节约型环境友好型("两型")煤炭企业成为实现煤炭企业可持续发展的当务之急。建立"两型"煤炭企业评价体系可以帮助管理者认识煤炭企业的实际情况。该评价体系的构建目标包括评价"两型"煤炭企业现状、监测煤炭企业"两型"变化趋势、预警和为优化管理决策提供依据,同时需要遵循系统性与科学性、可操作性与可比性、全面性与重要性相结合、可持续性与"3R"等一系列原则,构建框架具体从目标层、控制层和指标层三方面进行阐释。对新汶矿业集团的实证分析,更详细地阐明了构建"两型"煤炭企业评价体系的重要性。With the development of coal enterprises and the contradiction between resources and environment have become increasingly prominent, so developing the resource-saving and environment-friendly coal enterprises is regarded as the imperative of achieving the coal enterprises＇ sustainable development. Establishing evaluation system of resource-saving and environment-friendly coal enterprises could help managers understanding the actual situation of coal enterprises. The constructing targets of this evaluation system including evaluating coal enterprises＇ status, monitoring the trend, and early warning and providing the basis for the optimized management decisions. Simultaneity, it needs to follow systematic and scientific principles, and principles of operationality and comparability, comprehensiveness and importance, sustainability and the ＂3R＂. And the constructing framework is explained from three aspects at goal layer, control layer and index layer. The empirical analysis for Xinwen Mining Enterprise could deeply clarify the importance of building the evaluation system of resource-saving and environment-friendly coal enterprises.
