病险水库除险加固现状分析及对策

摘　　要：从大坝病险认定、除险加固资金的使用、加固设计的针对性和有效性等各方面,对已除险加固的和正在进行除险加固的中小水库进行了调查,分析研究了中小水库除险加固过程中存在的主要问题,最终提出了加强我国病险水库除险加固安全的对策设想,为今后病险水库除险加固决策和安全运行管理提供技术支撑。From the aspects of the definition of dangerous dam, the use of the fund for risk-elimination and reinforcement, the pertinence and effectiveness of the reinforcement design, etc. , a investigation is made on both the medium and small-sized reser- voirs ~ after and under the constructions of risk-elimination and reinforcement; in which the main problems during the construction concerned are analyzed and studied, and then the ideas on the countermeasures for strengthening the safe operation and reinforce- ment of the dangerous reservoirs in China are put forward as well, so as to provide the technical support for the risk-elimination and reinforcement decision-making for the dangerous reservoirs and the safe operation of them.
