摘　　要：随着国家和社会对能源需求的不断加大,石油开采与炼化企业生产规模也在迅速增加。伴随着石油企业的迅速发展,承包商在生产经营活动中的作用越来越大,其活动范围已涉及生产经营的诸多领域,其安全环保业绩将直接影响石油企业HSE的业绩表现。因此不断加强和规范承包商安全管理是石油企业安全管理不可忽视的重要组成部分,也是实现安全管理的主要内容和重要举措。With the increasing national demand for energy,oil exploitation and production scale of refining enterprises are also expanding rapidly.Accompanying with the rapid development of petroleum enterprises, contractors' role in production and operation are becoming more and more important.Their activities are involved in various fields of production and operation.Their achievements in safety and environment will affect the HSE performance of the enterprises directly.Therefore,it is an important component that can not be neglected to strengthen and standardize contractor safety management in the HSE management of the petroleum enterprises.It is also the main content and key initiative for the realization of safety management in the enterprises.
