摘　　要：以SWOT战略决策四边形的重心坐标作为农合行战略定位的初始判据,并将战略决策四边形的重心坐标转化为极坐标。在极坐标系中求解战略向量,根据方位域直观的判断农合行的战略定位,并揭示其战略强度系数ρ在管理学上的实际含义。最后,文章根据农合行的战略定位,从战略人力资源管理、企业文化建设、加强与利益相关者的协调合作以营造和谐互动的经营环境、金融合规与金融创新并举、压降控升,清收不良贷款等角度提出了相关对策和建议,籍以提高农村金融决策的科学化水平。This paper takes the quadrilateral coordinates as the initial judgment of positioning rural cooperative banks＇ development strategy.On this basis,the strategic vector is solved in the polar coordinates and the strategic positioning of rural cooperative banks according to the direction domain in an intuitive way.In addition,the strategic intensity ρ in the field of management is revealed.Finally,this paper proposes countermeasures and makes recommendations of improving the rural financial decision-making in a scientific way from the following four perspective：the strategic human resources management,the building of corporate culture,the construction of harmonious administrative environment by strengthening the cooperation of stakeholders,the balance between financial safety and financial innovation simultaneously,and the paying off of insolvent loans by taking account of the strategic positioning of Anhui Chang feng rural cooperative banks.
