摘　　要：目的:通过潍坊市公共卫生服务提供的实践,探索出一个符合当前国情、公共卫生服务目标可实现的实验模型,创新理论、政策和实证性依据,为其他地区提供基本思路和经验。方法:成立各种组织,提供资金保障,选择试点县(市、区)并确定社区公共卫生服务机构,根据潍坊市实际确定公共卫生服务项目,创建各项管理制度、工作标准流程,确定专业机构项目管理的理念,做好机构和人员管理,规范社区居民公共卫生服务提供,并对实验结果进行评估。结果:通过第三方论证,潍坊市政府投入人均15元购买的公共卫生服务项目实验成效显著,与对照县(市、区)相比,社区居民公共卫生服务可及性和可得性符合我国现有的国情。结论:潍坊市公共卫生实践探索在社区机构市场竞争机制的管理模式、政府人均15元低投入、工作体制机制创新等方面走在全国前列,对全国推广公共卫生服务项目具有一定的现实指导意义。Objective： Through the practice of public health services in Weifang City,an experimental model which can be real ized is explored to meet the current conditions,public health service targets,innovation theory,policy and empirical basis to offer the basic ideas and experience for the other areas.Methods： Establishing various organizations,providing financial security,selecting pilot counties and determining the public health services,according to the actual situation of Weifang City,determining the public health services,creating the management system and work standards process,and confirming the management of a professional project by professional organizations,doing well in institutions and personnel management,providing community residents of the standard public health service,and assessing the experimental results.Results： Through third-party demonstration,the experimental results were prominence after the public health services were purchased with 15 yuan by Weifang municipal government.Compared with the control counties,it accords with the current situation and the residents of public health services are attainable and gainable.Conclusions： Weifang municipal public health practice,it is ahead of nationwide in the management mechanisms of market competition about com-munity agencies,the low 15 yuan investment by government,the innovation in working system and mechanism,and so on.There are practical guide in the promotion of public health services across the country.
