摘 要:农业科技创新与服务体系是农业自主创新的"原动力"、科技进步的"助跑器",是支撑地方农业科技和经济发展的重要基石。文章在充分分析农业科技创新与服务体系建设客观需求与发展趋势的基础上,针对构建农业科技创新与服务体系过程中存在的突出问题,重点从人才队伍建设、条件平台建设以及基础与前沿科学研究等三个方面阐述了满足现代农业发展所需的农业科技创新与服务体系建设的主要内容,并提出必要的保障措施和政策建议,以期为地方政府或农业管理部门编制农业发展规划和推进农业科技进步提供理论依据和借鉴参考。The innovation and service system of agricultural science and technology were "driving force" of agricultural innovation and "run-up device" of technological progress. They were important cornerstone for supporting local agricultural science and economic development. In this paper, on the basis of full analysis on the objective demand and development trend of innovation and service system of agricultural science and technology, and aimed at the outstanding problems in the process of constructing innovation and service system, we' expounded the main contents o f innovation and service system of agricultural science and technology meeting modern agricultural development from three aspects, such as construction of qualified personnel, conditions and platform construction, basic and advancing scientific research. And we also proposed necessary protection measures and policy recommendations. This could provide theoretical basis and reference for the local government or administrative department of agriculture to draw up agricultural development planning and also promote advance of agricultural science.
