省级妇幼保健机构效益评价指标体系研究

摘　　要：目的对省级妇幼保健机构效益的评价指标体系进行研究并计算指标权重,为我国妇幼保健机构的工作效率评价提供借鉴。方法随机抽取8所省级妇幼保健机构,采用文献研究和专家论证的方法形成工作效率评价指标体系。应用主观评价法、离散趋势法、相关系数法、主成分分析与因子分析法和聚类分析法综合评估,筛选最具代表性的指标。通过专家评分法和CRITIC法确定指标权重,再将主客观权重结果进行权衡。结果业务利润增长率、每床年业务收入是评价省级妇幼保健机构经济效益的重要指标,权衡后的权重分别为0.1289,0.5861;下级机构对该机构的满意度、出院患者平均医疗费用是评价省级妇幼保健机构社会效益的重要指标,权衡后的权重分别为0.1577,0.1273。结论业务利润增长率、每床年业务收入、下级机构对该机构的满意度、出院患者平均医疗费用可作为省级妇幼保健机构效益评价指标。Objective To calculate the weight coefficient for making references for the establishment of benefit assessment indicator system for provincial maternal and child health（MCH）institutions in China.Methods Eight provincial MCH institutions were chosen randomly.The work efficiency assessment indicator system was established by literature search and expert demonstration.Then,a comprehensive evaluation was carried out respectively using subjective evaluation analysis,discrete trend analysis,correlation coefficient analysis,principal component analysis,factor analysis and cluster analysis.Ultimately,the weight coefficients of indicators were comput-ed by using Delphi method and CRITIC method,and the last coefficients were confirmed by balancing the above methods.Results Growth rate of operation profit and operation income of each ward bed in every year were the main indicators evaluating economic benefit,and their weight coefficients were respectively 0.128 9 and 0.586 1.Satisfaction of inferior institution for the superior and average health-costs of discharge were the main indicators of social benefit,and the coefficients were 0.157 7 and 0.127 3,respectively.Conclusion Growth rate of operation profit and operation income of each ward bed in every year and satisfaction of inferior institution for the superior and average health-costs of discharge are the main indicators for benefit assessment of provincial maternal and child health institutions in China.
