摘　　要：标准的量化是实现循环经济立法可操作性的重要路径。通过制定相关标准,既可以形成企业的外部约束,也可以形成循环经济的指标体系。将循环经济标准按照单位内部调控标准和社会调控标准进行划分,以"三R"原则为核心设计循环经济绩效考核体系,使之成为落实各项政策措施与法律责任的依据。The quantification of standard is the important way to realize the operability of circular economy legislation.Both external constraints of the enterprises and the indexes system of the circular economy can be formed by defining relevant standards.And the circular economy standards can be the basis of implementing policy measures and legal obligation when it is divided in accordance with the regulating standard among the units and that of the society and its performance examination system is mainly designed according to the ＂3R＂ principles.
