摘　　要：滇东北地区既是一个资源丰富的地区,同时也是生态脆弱区,如果依照传统的粗放型的生产方式进行资源开发和利用,既会造成资源的浪费,又必将导致生态环境的进一步恶化,最终导致经济发展的不可持续性。阐述了滇东北资源开发与利用现状,分析生态脆弱区的形成及对环境的影响,提出滇东北生态脆弱区资源开发与环境保护的对策。将为云南合理开发和利用资源,加快经济发展,实现土地、生态、环境协调发展提供一个可资选择的发展路径。Yunnan northeast is a resourceful regions,but also ecological fragile area,if according the traditional extensive mode of production for resource development and utilization,both will cause a waste of resources,this also will lead to further deterioration of the ecological environment,eventually leading to non-sustainable economic development.This paper describes status of the resources development and utilization in northeastern Yunnan,analyzes the formation of ecologically fragile area and the impact on the environment,puts forward countermeasures of resource development and environmental protection of ecological fragile area in Northeast Yunnan.It will provide a selectable development path for the rational resources development and utilization in Yunnan,speed up economic development,and realize coordinated development of land,ecology,and environment.
